I request that the full council of NCC debates and votes on the following motion: -

THAT NCC instructs a firm of solicitors experienced in local government law and practice not previously consulted by NCC in relation to any matter

1. To conduct an immediate inquiry into the events surrounding (a) the meeting of the NCC Conservative Group on 4th March 2011 (b) the meeting of the NCC Cabinet on 7th March 2011 and the meeting of the NCC Cabinet Scrutiny Committee on 19th April 2011 (with particular regard to the conduct of the NCC Leader and the lead member of the NCC Conservative Group on the NCC Cabinet Scrutiny Committee)

2. To report to NCC on whether on the basis of its findings it considers that the decision of the NCC Cabinet on 7th March 2011 to award a contract to Cory Wheelabrator for the construction of a waste incinerator at Saddlebow Kings Lynn was flawed and if so

3. To advise NCC what action it should take as a consequence.

Background information

Concern continues to abound about the apparent lack of procedural propriety in relation to the Norfolk waste PFI contract procurement process and the subsequent decision to reject the call-in requests.
